In the United States, cultural policy is often fragmented, shaped not only by government but by philanthropy, civil society, and market institutions. This essay argues that the absence of coordinated cultural governance limits culture’s civic, social, and economic potential. It calls for a new approach that aligns actors across the ecosystem—connecting donors, organizations, and government officials—to strengthen democratic life and ensure culture serves as both infrastructure and an instrument of societal well-being.
